most actually do have a lab. theres a development team that comes up with ideas, the lab experiments with them to figure out how to best make them, then a panel usually tests 4 or 5 ideas, and the best one or 2 go to a few stores to sell. if they sell well in the test markets, then they go national. that is the general development process.
