OK. First, you are going to want to rough up the parts of the buttons and the hairclip with a file or knife so that the glue can grab on to the groves that you make. Second, I like to use 527, E6000, or an epoxy. Epoxy is the strongest, but since you want the glue to the metal to have a bit of give/bend the E6000 might work better for this project. Third, you should let the piece set overnight at least before testing it out. The link below has those kind of clips with holes in them. It might be a good idea to sew the buttons on too.

Super glue would be the best but most of those""metal clips" have silver paint to make them shiny and whatever you glue to them ends up falling off. Now remember when you use super glue it is very easy to glue your fingers together,and the only thing that gets them apart that I know of is Nail Polish Remover(acetone) or sometimes WD 40 works but dont try to pull your fingers apart because you will rip your is really not a good glue for kids to use at the way the clips you bend and straighten will never hold with any glue cause every time you bend them you are just pulling the glue back off. I get the best results when gluing plastic to metal when I use two-part epoxy glue. There's also something called Plexus MA 832 that's specifially made to bond plastic to metal. I haven't tried that, though as it's very expensive.

If you look on the glue aisle at craft stores they will usually have a glue that is for gluing things to metal. Don't use super glue it won't work.

E6000 is the best industrial strength craft glue on the market and it's not expensive. Found at Walmart too!
