For french food the best is Le Cirque at Bellagio. A 3 course meal is 98 per person 5 courses for 128. And its run by the same people that own Le Cirque in NY, it's one of the few 5 star restaurants in the world (only 20 in the US). Also any restaurant at Wynn, Bellagio, Mandalay Bay and Mirage is great for any meal, these hotels are by far the best when it comes to food.

Answer 1I will recommend Sea Blue and Nob Hill in MGM. Nob Hill will be pretty close to your $100/person but it's really nice. Sea Blue is more on the budget side.
