Almost everybody makes up the Executive Branch. That is because the Executive Branch has zero intelligence which makes it make believe. Therefore the Executive Branch is made up.

That all depends on how you define the executive branch. Since the President is the head of the exec. branch, you could say that anyone who takes orders from him is in that branch, including the military. It's been a while sonce I was in school, but I think that the exec. branch also includes anyone who enforces laws. That would expand your count to include all of the nation's police force as well.
