who do i talk to, generally? I understand, of course, that some people do not believe in the paranormal and some have ideas as to where/why a haunt would occur. Go to their office and ask? Unless it is one of those older cemeteries that have no one on hand, then you may have to track down an owner of sorts.

Answer 2yes. you get permission to investigate any private property, some public places are ok. You should go in and get permission in person at the office or from whom ever is in charge. Never place a phone call, thats disrespectful and your probably not gonna get permission.

Answer 6This is a bit more difficult than you may think especially if the cemetery is not known for hauntings and doesn't want any publicity. However, the managers or owners usually have a place on site that you can inquire with about doing investigations. If the cemetery is county or city owned you will need the permission of the city or county. Get this permission in writing and notify the local police in advance that you will be present. I once rented a city park (with a reported ghost) to conduct an investigation but cemeteries (respect for people's deceased relatives) are a bit more tricky.
