I think he has made the correct decision, since a November election would have been very bad for our democracy in the UK for a number of reasons in my opinion. Also I don't think Brown really considered the current volatility of the opinion polls as much as the media have made out. Last week, a number of well respected politicians, both Labour and Conservative (notably Sir Malcolm Rifkind) spoke out against a November election for constitutional reasons. I think Brown probably took much more notice of them than the polls.

Answer 6not really postal voters would have missed out anyway.
Answer 7As none of us have been privy to any of his discussions on the matter we can only speculate. He could have decided not to go for a snap election because that might have made it look like he was running scared of David Cameron, or he could be worried that Cameron's higher position in the polls might lead to his party losing seats in parliament. Cameron might have goaded Brown into calling an election in the very hope that he would not do so, as Cameron needs time to build up a credible front bench after only just beating off calls for him to resign as Tory party leader.
