To answer the question... Yes, there a number of ways not including cranes to re-rail cars. Re-railing frogs are one way... Jacks and wood blocks are also used, as well as reverse movements to pull the equipment back onto the rail. Scrapping is only done if the car is damaged heavily and condemned on site.

There are special lifting devices that are placed on the track. This allows them to lift the train and move it to proper position. You cant use a crane in a tunnel (as in Underground metro system).

If the derailment happens on a switch at slow speeds, a reverse movement with care and extra handeling, will re rail the train. this only applies to facing point moves (when a locomotive is/was facing the points). I'm not sure if they still have these but i've seen trains rerailed from minor single axle derailments with a rerailing frog. this device is mobile and was usually found on the locomotive.
