The first professional wrestling promotion was the NWA, the National Wrestling ASSOCIATION (not the National Wrestling Alliance!). A wrestling promotion always sanctions the matches held at a show, as well as the State's Athletic Commission (listen carefully before a Title Match, most of the time the ring announcer states this; here's an example: =ZJ-Ku4ArUEw at the beginning, Michael Buffer says "sanctioned by the Washington DC Athletic Commission and the WCW"), so if you want to define it by that, your answer is NWA.
