When you are in a board/forum, located at the top right under the Newest | lt; Newer | Older gt;, is a Start a New Topic link, click that and you should be set!

Answer 2You must be a member to post to them. Posts are moderated. For the Beta groups and using EL-M-Beta as an example, click on conversations, then Start New Post located on upper right side of page. For other moderator forums, and using GMF as an example, you can "Create New Topic" at bottom of emails from GMF or sign in to the forum and click Post. On the Subject line, type in your topic.
